Solution
This issue comes up with a certain situation that you will need to contact your computer manufacturer with giving permissions to the CameraWindow program or operating system itself.
For some users, one can tell CameraWindow to open up and go to the settings [gear] button > import tab > folder settings. There, one can set an alternate location to download their photos; typicall recommendation is the desktop inside a new temporary folder. If this downloads successfully, you have a permissions problems specifically with your user account folders. If this fails to download, your user account itself may not be set as administarator
In either case, please contact your computer manufactuer or Microsoft for further troubleshooting.
